Some people in the upper midwest are getting around states' laws banning its sale in other ways that don't seem quite as risky. One involves setting up "cooperatives" wherein people who want the raw milk and other products pay to support the herd (some require some physical labor as well), and in exchange get their milk. Since they're part owners of the herd, it isn't selling milk to the general public, and hence not under the state's jurisdiction. Neat sidestep of the regulatory problem.
